More Nokia formats: QCIF, subQCIF

Please add support for the
QCIF (resize 176 x 144) and subQCIF (resize 128 x 96)
Formats in the Nokia Device Section (currently on N70).
Nokia 6230++ support only these.
Easiest would be to add these to the Quality section.
