[Effects and Clipping Window]
Cannot select a different start/end time using the play position slider,
when a start/end position is already selected. (i.e. a new start/end block
outside the current start/end block)

steps to recreate:
* in the 'Time' tab click 'Select' and get the 'Clipping and Effects'
dialog window.
* select some part from the middle using mark-in and mark-out; (now you can
move the slider outside that block and select a new start/end block if
necessary.. no problem)
* click OK and close the dialog.
* now click 'Select' and open the dialog window again.
* now try to select a new start/end block OUTSIDE the current start/end
block (by dragging the slider); you can't! when you drag the slider outside
the current block, playback stops and the slider jumps to the start
position!
