What audio encoder & audio format should I use if the audio source is AC-3? Thanks in advance

That depends on what you want to convert it to!
And that depends on what you want it for!
Give us some clues.

For example, select the FFmpeg encoder (a safe choice) and then in the Format drop down menu choose MP2, MP3, PCM (=WAV) etc.

i wanna encode a movie to a smaller size with mkv format. the audio format of the movie is AC-3. is it still ok to use FFmpeg encoder as u suggest?

That depends on what audio format you want.
Are you changing from an MKV with AC3 or to an MKV containing AC3?
Or are you simply keeping the MKV container, ie, MKV to a smaller MKV?

Yes, i am changing from an MKV with AC-3 and keeping the MKV container

If you wish to keep the AC3 and merely decrease the file size, use Copy Audio on the Audio tab and change the bit rate for the video.
Use a Matroska container with Auto for Multiplexer

It's entirely up to you or, more importantly, what the player prefers.
Either use AC3 or experiment -- try different formats and see what the differences are when you play it.
