'batch' transcoding

Is it possible to:
Have multiple video files (blabla.wmv, tralala.avi) merged into one file, where blabla-part comes first and then tralala, into a new avi-container for example?
Have Mediecoder joining multiple .VOB-files (instead of one at a time) into one .AVI ? I know with Xvid you can say with even two-pass encoding, you want to have it a certain size. Is that possible here too?
