This is standard behaviour. Iirc the parallelization wasn't working properly so the dev disabled it.

mediacoder is a transcoder, that's why it exists. What your after is a metadata editor.

I suspect the h264 is trying to preserve the artefacts introduced by the mpeg2maybe employ a debocking fiter....?

So multi pass CRF is designed to use the CRF algorithm to aportion bandwidth. But constrain to a specified bit rate.
