Newbee question (Resolution/Video Size, bitrate settings)

Hi! I am trying to find how to set H.264 setting, such as resolution, bitrate, etc. Plus Audio setting.

A page is opened when File-->Setting is clicked.
But it looks like nothing can be changed on this page.

Please advise how to set the video and audio parameters.

I was able to change video bit rate.
But can the video resolution be changed ?

Under Picture Tab, you will see resize option. Put in custom resolution or click the drop down box and select preset resolution.

Where can I find the complete description of the user interface? I looked at the wiki but it is not so good.
