Could anyone please give me the best settings for converting a 1920 x 1080p, 2h:10M:05s full length DVD movie to 1GB MP4 format without changing the dimension (pixels).

Unless the movie is animation, the result is going to look horrible.
If it is a movie, you'll want to do some pre-processing to remove noise and grain first,
then encode with x264 , preset veryslow or placebo, 2-pass 1000 kbit for video,
leaving about 48 kbit for mono AAC audio, leaving a little under 3% for container overhead.
(though mp4 overhead is usually closer to only half a percent)

Do some test encodes first for a couple different short (~2 minute) sections of the video to
see how it looks.

Downscaling it to 720p would increase the quality by a lot.
There's a good chance that the original video doesn't really
even have enough detail for 1080p (unless it was filmed with a 2k or 4k camera).
