would like the ability to partly encode/decode a media file. This for me would be very handy to check whether I have chosen the right options for my purpose.

This can easily be done using the Trim function. See: viewtopic.php?f=17&t=8912&start=0.
Or, go to the Time tab and change the End Time from 0:00:00:000, which by default means encode to the end, to say 0:01:00:000 for 1 minute.
