Artifacts when encode below 480p (MKV @ H264 + AAC) CUDA
Doing encode some video with a resolution below 480p (MKV @ H264 + AAC) and video encode VBR = 100, quality is misguided and the video ends up with artifacts. I'm using CUDA H264 Encoder
