AUDIO DELAY facility does not work in 0.7.1.4430 version.

I found the same with version 0.7.1.4450!
The problem in my case is that the default value for the delay, 0 ms, is set under Settings > Overall > Audio Options.
Whatever is entered here overwrites what is entered under Time > Audio delay.
Suggest you try to enter your value under Settings, as above.
The value should then appear on the Time tab as soon as processing begins.
