Build 5540: error 14 whenever FFmpeg is video encoder

In the x64 version of 5540, all conversions defined in the Encoding Guide that had FFmpeg as video encoder failed wth Error 14. This included output to FLV,MPEG2, MKV, and WMV.
Conversions to MP4 (x264 as encoder) and AVI (Xvidcore) worked.

Confirmed: all conversions I tried in 5542 worked
