Blocking Issues With CUDA

When i use CUDA at full bitrate for the file everything is good but when i compress to 1500kbps i get a ton of blocking. more blocking that i used to get with 780kbps DivX(actual DivX not h.264 DivX). Is there a reason for this is there a way to fix it? I would like to get this ironed out so that i have no future problems.

Actually CUDA H.264 encoding is more suitable for high-bitrate H.264 encoding.

ahh ok? that still doesnt explaim why i get large ammounts of blocking when compressing down to 1500kbps

I concerne stanley.
I'm not using cuda, but i tried ATI's video encoder. Both encoder works fine with high-bitrate encoding but mencoder or ffmpeg is better for low-bitrate encoding.

the main reason why i choose to do h.264 is because of CUDA/gpu decoding/encoding. I use the CUDA encoder because of the speed increase otherwise i would not be useing it so i want to know how i can fix the blocking issue. because before when i used 780kbps divx i didnt get as much blocking as i do with cuda at 1500kbps . also im getting tons of artifacts where a scene goes to black someartifacts of color will be left. heres a link to the encode that im currently getting the problems in: http://cid-fe38932929153624.skydrive.li ... erSec?uc=1
