Cuda Encoding Speed

Hello,
I use a GTX 580 to recode HD-Film material (1280*720) in MPEG2 to MPEG4/AVC . Recoding Standard is One PAss, variable Bitrate of 3 Mbit (from 6Mbit).
I get a Recoding Speed of 1,7 but using Nvidia Inspector a have only a MAx GPU Load of 16%.
Is there a way to increase speed (meaning increasing GPU Load) ?
