Encoding with NVENC makes unexpected compression

Hi,
I'm trying to convert a 1016 MB MPEG2 file to an AVI container with H264 format, using NVENC encoder (I have a GTX670).
I am not able to mantain the original bitrate (about 4500 kbs): mediacoder output is always compressed to about 3300 kbs and a 730 MB file (compression ratio about 1,4:1)
Anyone may help me?
