Intel Encoder: Baseline + 1 Ref frame

hi,

tried to convert in h264 baseline profil with 1 ref frame. but changes in UI does not effect in Video file (everytime High and 2 ref frames):

Format profile : High@L3.1
Format settings, CABAC : Yes
Format settings, ReFrames : 2 frames

could somebody help
