If I use x264 encoder the result will look better than CUDA encoder in the same bitrate.
Is I have the problem with my computer?
PS. I am the newbie.

8800 is really old GPU and I don't have a chance to test with it. Comparing to your GPU, you CPU is stronger.

I ran into a similar image issue with flv under the current 2011 beta. I found out that the newer 266.58 don't work as well as the 258.96 driver I had previously install for me and old version of mediacoder(0.7.3.4625) would say something like the cudaH264Enc crash and cuda didn't work I had to downgrade the driver or use a newer version of mediacoder to get cuda to work. My computer hardware is i3 530@2.93 6gb ram gts250.
You might be able to improve the quantity by downgrade you driver to the 258.96 driver(i know that drive at least for the gts 250 work well for this compare to the newer 266.58 driver).
