changing fps

what does MediaCoder do when changing fps?
e.g. source file has 30 fps and output is set to 24fps

does MediaCoder
(1) just drop some frames (with the downside being that a jump from frame x to frame x+2 would certainly be quite noticeable)
(2) recalculate all 24 frames, based on frame x-1 and frame x+1
?

I tried and the job didn't take any longer (accounting for frame calculations), so I guess (2) is out of the question. And the video seemed a bit fast/jumpy sometimes, which would corroborate (1), but maybe this was just a self-fulfilling-prophecy because I expected this to see ... ?
