VOB to H264-background is blocky (blocky video)

I am a newbie here so please be kind.. The settings I am using are from the Fabio Sonatti posts I found. I adjusted the alpha and beta deblocking to 2:-2. I encode at CBR 2000Kbps. An example video is Blade 2 or Terminator Salvation. The walls and background of the videos is blocky looking and almost shimmers. I am playing back on a PMP with 8.9" screen. In the advance setting for reducing blocking and blurring in texture areas I set it to strong. Anyone else have this problem and know a solution? Thanks for the help.
