Have you REMOVED the rotate function?

Hello to everyone,
I have just upgraded from 0.6.xxx (i don't remember exactly) to the new 0.7.1.4475. Where is the "rotate" function, previously found under the "picture" tab? Have you removed it, or just moved to another location that I could not found? I have look for it everywhere...
