How can I set up "Picture" to get the result like the capture below:

Every times I tried, Mediacoder Crop - Cropper kind of stuck, could not set the right size.

Here is an example for you to follow.
In this image you can see my source video is 640 x 272.
Open the advanced setting dialog.
Look for "Video Filters"
You need to set "Enabled" = True
Then play with the "Height" and "Y Position"
In my example I added 48 lines to the frame height, then moved the video up 48 lines to align the original video frame (640x272) with my new frame (640x320)
You will get a better picture if your output frame is a multiple of 16 (or at least a multiple of 4).
I have never tried this before but I would think that you can then line up the subtitles like you wish
