container and video bitrates

container and video bitrates

when transcoding a ts file to mpg I want to set an ideal bitrate. Ive noticed in the ts file properties window it states 2 bitrates, one for the container MPEG-TS and one for the video(620) MPEG-PES. The video value is about 85% of the container value. I thought it would be OK to use one of these values as going higher than the bitrate of the original TS file, there would be no point, yes?. But which value should I use , the container or video value?

You only can use the video bitrate and the audio bitrate in its respective tabs, the general(container) bitrate will be the sum of a/v + container overhead
