Automated Batch Processing

Hi All,
I have a unique request from a customer of mine. He has multiple sites and has CCTV on each of these locations. They have a requirement for a long term archival of CCTV footage, say for about 3 months.
I was thinking of setting up a PC, schedule downloads of the footage where MediaCoder can be monitoring a folder and start running the encoding process automatically.
Is this something that can be achieved? I'm happy to write some batch scripts to do certain tasks if I can be pointed to the correct location.
