MediaCoder

I am trying to get these specific settings as the output but since I am new to video conversion, I am not even sure if mediacoder can produce them.
Can someone take a quick look below and tell me how to achieve these settings?
Basically what I should choose in "Rate Mode", "Format", "Encoder" and "Source" dropdown menus.
