h265 t oh264 fastest way

Hi, can anyone suggest the best settings to convert H265 back to H264 as fast as possible. I guess I'm assuming that H265 is just an extra level of compression than h264, and reverting to H264 is fairly easy and quick if the settings are right. I have been transcoding okay, but it's quite slow just using ffmpeg source and x264 encoder, but thought there would be a time efficient way to do it assuming h264 is a subset of h265
