How do I convert an audio file to iTunes' M4R format?

I could not figure out how to do it with the (lat/new)est MediaCoder version.

the easy mode is convert to AAC and them change file extencion from m4A to m4R, if i remember this format is for ringthone, and should be 30 seconds lengt :D
