PAL to NTSC?

Can Mediacoder convert PAL to NTSC? I have some videos that are in PAL format that I downloaded from Google Video, and I can't burn them to a DVD unless I convert them to NTSC.

Hi.
Converting PAL to NTSC for DVD gives poor quality.
Pal is 25 fps while dvd is 29.98/30
You can convert PAL to NTSC for VCD but the result is less than good.
