Both are in 4:3 and the first has 30% fewer pixels per frame to describe the scene and thus less potential detail for viewing.
On this basis alone, the second would be better.

However, they are both given the same bitrate (1000 kbps) and, thus, the second has fewer bits available to describe each pixel.
The difference is less than 30% because the first is at a greater frame rate.
The 1000 kbps that is available is shared among 8.81 million pixels per sec in the second file and only 7.46 million pixes per sec in the first
On this basis, the first 'should' be better, since each pixel has ~18% more bits assigned to it.

So, the second has potentially more quality, provided it is given a higher bitrate for its greater resolution, but, for the same bitrate, the first may well be better -- it would have more accurate pixels!

There is the high probability that the first one has duplicate or blended frames, because the original will either be 23.976, 24 or 25 fps.
.

The 25fps video will play more smoothly unless it is something like a US cartoon will tons of blending.

Another thing to consider: what type of content is it ?
animation , cgi, talkshow (or something else with very little movement), something with lots of or fast action/movement (sports, action movie explosion or car-chase scene)
