Perhaps not a bug , but a too safely chosen limitation,
considering x264 has supported mod2 resolutions for 7+ years.

At 1000 Kbps , 1080p won't look good, even if you you encode with x264 using preset placebo. Using preset veryslow instead will be much faster and only decrease quality by 1%-2% Exception being that if the video is animated, then even 500Kbps might not be too bad. Is there a reason why you would want to convert them and degrade their quality (which likely isn't that great to begin with) ?
